China Urban Gas Association Hainan Free Trade Port Office welcomes enterprise inspection team to seek new opportunities for the development of the gas industry in Hainan Free Trade Port
On August 2, 2025, Lin Shaohai, Assistant Director of the Hainan Free Trade Port Office of the China Urban Gas Association and Secretary of the Party Committee of Hainan Minsheng Pipeline Gas Co., Ltd., received an inspection team composed of Japan's Aichi Timepiece Electric Co., Ltd. and domestic cooperative enterprises at the office. The two sides had in-depth exchanges on topics such as development opportunities, technical cooperation, and safety services of the gas industry under the sealing policy of the Hainan Free Trade Port.
The members of this inspection team include Guo Changpeng, representative of Aichi Timepiece Electric Co., Ltd. in Japan, He Rongli, director and general manager of Shenyang Ganghua Gas Co., Ltd., Wu Weixue, executive chairman of Hainan Shandong Chamber of Commerce and chairman of Hainan Rongshen Electronics Co., Ltd., accompanied by Wu Xiaoping, deputy secretary general of the Safety Committee of the China National Fuel Association and researcher at the Public Health and Social Security Prevention Technology Research Institute of Beijing Chengchi University.
The Hainan Free Trade Port Office of China Fuel Association specially invited Gao Tingting, the one-stop service operation director of Hainan Free Trade Zone Global Trade Window Management Co., Ltd., Lin Huijuan, the senior operation manager, and Xu Bing to attend and introduce relevant services and policies. Lin Songjie, General Manager of the Safety Technology Department of Hainan Minsheng Pipeline Gas Co., Ltd., and Chen Zeshuai, Director of the Safety Technology Department, also participated in this exchange activity.

At the beginning of the event, Wu Xiaoping, Deputy Secretary General of the Safety Committee of the China Fuel Association, expressed gratitude to the representatives of the inspection team and the heads of free trade port institutions. Wu Xiaoping stated that the closure operation is a fundamental and landmark project in the construction of Hainan Free Trade Port, with milestone significance. It is also an important opportunity for the transformation and upgrading of the gas industry. She hopes that through this exchange, it can further promote deep cooperation among all parties in the gas industry, jointly explore new technologies and models, and contribute to the development of the gas industry in Hainan Free Trade Port.
Lin Huijuan, Senior Operations Manager of Global Trade Window, provided a detailed explanation of the "zero tariff, low tax rate, and simple tax system" policy system, related lists, and special management measures for foreign investment access implemented by Hainan Free Trade Port. She also stated that Global Trade Window will provide a "one-stop" service for China Japan gas technology cooperation, including policy consultation, legal support, market docking, etc., and provide a policy window for the landing of advanced overseas gas technologies in Hainan.

The representative of Aichi Timepiece Electric Co., Ltd. in Japan shared Japan's gas safety technology and product system, and stated that the closure policy not only brings cost reduction, but also promotes innovation in industry regulatory models. They look forward to further deepening cooperation between China and Japan in the field of gas safety technology, jointly exploring more efficient and safe technical solutions, and are willing to mobilize other Japanese companies to visit Hainan for inspection. They hope that the government can provide more policy support to create a better environment for China Japan cooperation. At the same time, they plan to introduce more advanced gas safety technologies into Hainan and contribute to the gas safety of the free trade port.

Lin Shaohai, Assistant Director of Hainan Free Trade Port Office of China Urban Gas Association, proposed specific requirements for adapting to local gas applications based on enterprise practice. Lin Shaohai stated that the development of Japan's gas industry was earlier than that of China, and the refined design and optimized operation mode for gas products are worth learning and referencing. In response to the high temperature, high humidity, high salinity environment and frequent typhoons in Hainan, there are many unfavorable factors affecting gas facilities. With the favorable conditions of Hainan's preferential tariff policies, it can serve as an entry point for advanced foreign technology. Hainan Minsheng Gas will also actively cooperate with the trial of new advanced technology products, providing support for the future development of advanced gas technology in China. In addition, in the face of the high number of migratory bird users in Hainan, discussions have been held with Japanese companies and gas associations, hoping that Japanese companies can provide advanced technology products for the gas facilities of migratory bird users in Hainan to ensure their safe use. Migratory bird users still need to invest in management to ensure the safety of their gas facilities and seek the best solution from gas associations, even when they have not been able to use gas normally and gas companies have not been able to obtain actual profits. Lin Shaohai emphasized that in the face of the severe situation of gas safety, with the help of the preferential policies of Hainan's closure, we must seize the development opportunities. While introducing advanced gas technology from Japan to improve the level of gas safety management, we must fully consider the needs of localization, explore new technologies that are suitable for the local area, and apply and promote them.

Wu Xiaoping, Deputy Secretary General of the Safety Committee of the China Fuel Association, proposed a development framework from the perspective of industry safety. She pointed out that safety is the bottom line of industrial development, which needs to be driven by both technological upgrading and institutional innovation. Hainan has the strategic advantage of "three zones and one center", so gas safety must meet the requirements of "high standards, strict supervision, and fast response". It is recommended to complete the localization and adaptation of advanced foreign gas technologies as soon as possible, and establish a safety management system that is in line with international standards. In addition, Wu Xiaoping emphasized that after the closure, the connection between Hainan Free Trade Port and the world will be closer, and the degree of investment liberalization and facilitation will be greatly improved. Therefore, the gas industry must seize this rare historical opportunity, accelerate transformation and upgrading, enhance core competitiveness, fully utilize the dividends brought by the closure policy, actively introduce international advanced gas technology and management experience, and promote high-quality development of the gas industry.
Lin Shaohai stated that Hainan Minsheng Pipeline Gas Co., Ltd. is willing to explore the best practices of localized adaptation with partners such as Japan's Aichi Timepiece Electric Co., Ltd. Through government enterprise collaboration, we will build a gas protection network for the free trade port, ensure the implementation of gas safety requirements, and provide a "Hainan solution" for the whole country.

This inspection activity is the first service work of the Hainan Free Trade Port Office of the China Gas Association since its establishment, and the results are fruitful. It not only deepens the understanding of Hainan's customs policies among enterprises, universities, and research parties, but also builds a practical platform for Sino Japanese gas technology cooperation. The attending representatives unanimously agreed to establish a normalized communication mechanism, continuously track the progress of policy implementation and technological adaptation, and provide a demonstration for the national gas safety upgrade. The China Urban Gas Association will also take this event as an opportunity to further promote the formulation of technical standards and deepen international cooperation, provide efficient services for enterprises to go global and introduce technical equipment, and make due contributions to the high-quality development of free trade ports.
